关于Marpol 73／78附则VI的出台经过及对策

介绍国际海事组织海上环境保护委员会关于Ｍａｒｐｏｌ ７３／７８公约附则ＶＩ的有关焦点问题的讨论情况，该附则Ⅵ业已以议定书形式被外交大会通过。它所涉及的范围较广，技术设备难度大，为贯彻落实该规则尚须在管理上，船舶设备条件等方面下功夫，以满足公约防止船舶对大气污染的要求。     

Hazardous wastes transboundary movement management: a case study in Taiwan

More than 50,000 tons of hazardous waste are imported and exported worldwide each year. Over 50% of hazardous waste is exported to Southeast Asia, of which leather waste is the major component. The exportation quantities of hazardous waste to Organization of Economic Cooperation and Development (OECD) countries are decreasing while they are on the increase to non-OECD countries. Some of these wastes are intended for recycling purposes but the usage of some others is not stipulated. The hazardous waste importation quantity kept fairly steady from 1997 to 2000, of which ash or residues containing copper or copper compounds were the major component. Under existing regulations and measures, the transboundary movement of hazardous waste cannot be effectively controlled and monitored. In order to ensure environmentally sound hazardous waste management, EPA-Taiwan revised the Waste Disposal Act in 2001 and cooperated with the Industrial Development Bureau (IDB) to promote industrial waste reduction and recycling projects. Strategies were proposed based on evaluation according to the 3Es Principles and the site investigation in this study.     

Effects of labelled meaning on the affective quality of housing scenes

A series of studies examined the effects of labelled meaning on affective response to housing scenes. Students at Ohio State University assessed their feelings towards imagined housing (public or private) and cities (Memphis, Houston and San Francisco). Expected differences in the affective quality were found. Responses to color photographs of specific housing scenes labelled as either private condominiums or public housing were obtained. Differences in scene-affect as a function of labelled meaning were found. Responses to housing scenes labelled as located in either Memphis, Houston or San Francisco revealed no differences in scene-affect as a function of label meaning. This latter finding was confirmed in a non-repeated measure examination. Differences in the fittingness, potency or relevance of the information provided may account for the pattern of findings.     

基于霍尔三维结构绿色建筑标准体系构建研究

为了建立科学的标准体系并能保证标准之间的协调性,通过分析标准体系层次性和复杂性的特点,引入霍尔三维结构理论,从目标、专业、时间3个维度构建覆盖绿色建筑全生命周期的标准体系。     

红色旅游对游客国家认同的影响

红色旅游作为传承红色基因、加强爱国主义教育、增强国家认同的有效载体,具有鲜明的政治功能。以认知评价情绪评价理论和积极情绪拓展—建构理论为基础,构建红色旅游国家认同影响模型并提出相应假设,运用偏最小二乘法结构方程模型（PLS-SEM）进行了实证检验。结果显示：构建的红色旅游国家认同影响模型具有良好的解释力和预测力,模型具有交叉效度,整体模型的GOF值高于良好适配度的标准值;红色旅游通过红色旅游情感对游客国家认同有正向促进作用;历史认同对国家认同的影响不明显,其他假设均成立。该研究为相关模型构建提供了思路,成果可为强化红色旅游的国家认同研究、拓展红色旅游理论内涵与教育功能、促进红色旅游高质量发展提供理论依据。     

Energy inputs in agricultural systems of China

An analysis of the energy inputs in corn, rice, sorghum, wheat, soybean, and millet in northeastern China indicates that most of the crops are produced with about one half the fossil energy inputs compared with those in the United States. The inputs of labor, however, are 10–100-fold greater than those in the United States. China also uses 85 to more than 500 h of horse power per hectare in producing its crop and this helps reduce the fossil energy inputs in crop production. A small increase in the use of machinery energy (3%) at appropriate times in the cropping systems could reduce labor inputs by about one third.     

Environmental impact assessment in the association of southeast Asian Nations

The Association of Southeast Asian Nations has agreed that environmental protection and sustainable use of natural resources are essential for sound economic development. The Environmental Impact Assessment is viewed as an important management tool and an ASEAN Experts Group on the Environment has been working for several years on a model especially adapted to the region and also on case studies of the implementation of EIA. Progress so far has been frustratingly slow due to misunderstanding, a lack of ecological data, inadequate trained manpower and institutional shortcomings for compliance. The author advocates collaboration on an ASEAN model for performing EIA as a means of accelerating acceptance and implementation. The concept of Adaptive Environmental Assessment and Management is proposed as a prototype.     

企业风险分级管控和隐患排查治理双重预防体系构建研究

安全生产双重预防机制是我国在当前安全生产形势下防止事故发生的积极探索和重要手段,双重预防机制机理的本质是有效的风险控制。为给企业安全生产双重预防机制构建与实践工作提供理论指导,从固有风险和现实风险角度研究双重预防机制的科学机理,并基于系统建模理论和方法,分析归纳了企业双重预防机制体系设计的七大要素。然后,以有效的风险控制为核心,利用霍尔三维模型及应用RBS理论与方法,并融合一系列科学、有效、实用的管理方法和工具,构建了企业双重预防机制体系模型,以指导企业安全生产双重预防体系构建工作。     

基于协调联动的电力无脚本演练情景模型研究

为了实现无脚本演练,提高电力企业应急演练的成效。在分析电力企业内外部协调联动关系的基础上,借鉴霍尔三维结构模型原理,提出情景模型分为三个维度,即组织逻辑维、处置知识维、事件时间维,分析了各个维度的组成内容与逻辑关系,并根据无脚本演练的特点,将情景规则作为在情景模型的要素之一,进而构建了电力无脚本演练情景模型。将模型在实际应急演练中进行了应用,为合理设计电力无脚本演练情景提供了支持。
